On high heat cook bacon, remove from pot leaving bacon grease.
Add in onion and cook for 3-5 minutes, add in garlic and cook for an additional minute.
Next, add in potatoes, corn, and carrots.
Give a good mix.
Add in chicken broth, cayenne pepper, salt, black pepper, and cooked bacon.
Give a good mix.
Cook mixture on high pressure - 10 minutes - with a quick release.
Whisk together cream and flour.
Stir into pot.
Using a potato masher, mash some of the potatoes. Don't over mash. If you would like more of a smooth texture mash all potatoes.
On high heat bring to a boil. Boil for 5 minutes.
Serve and top with bacon and cheddar.
