Method
- Whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Whisk in milk, butter, eggs, and vanilla until smooth.
- Stir in water until smooth.
- Divide into 2, 9 inch pans, or 3, 6 inch pans.
- Bake at 350°F for 30-35 minutes, until toothpick comes out clean.
- Cool for 10 minutes before transferring to rack.
